The answer lies in a regulated clearance process that operates every single morning and cannot be bypassed by any operator.


Who Is the SHGM?

SHGM stands for Sivil Havacılık Genel Müdürlüğü – Türkiye’s Directorate General of Civil Aviation. It is the national authority responsible for regulating all civil aviation in Türkiye, including commercial hot air balloon operations.

The SHGM maintains a local presence in the Cappadocia region specifically to oversee balloon operations, which are uniquely concentrated here. No commercial balloon flight in Cappadocia can legally take off without SHGM clearance on the day of the flight.


What Happens Each Morning

The process takes place in the hours before dawn, while most passengers are still asleep or just being picked up from their hotels.

Weather assessment: Meteorological experts assess conditions across the balloon operating zones around Göreme. The primary factor is wind speed. If sustained wind speeds exceed safe operating thresholds at the time of take-off, the assessment will not clear flights for that zone.

The flag system: Cappadocia’s balloon airspace is divided into sectors. Each sector is assigned a colour status each morning:

  • Green flag: Conditions are within safe parameters. Flights in this sector may proceed.
  • Orange flag: Conditions are under assessment and a decision is pending. Flights are on hold. This is the stage at which passengers may already be at the launch site waiting for the final clearance call. If conditions improve sufficiently, the flag turns green and the flight proceeds. If they do not, the flag turns red and passengers are returned to their hotel.
  • Red flag: Conditions do not meet minimum safety standards. No commercial balloon flights permitted in this sector.

The flag status can differ between sectors on the same morning, and it can change – a sector that is red at 05:00 can become green by 07:00 if conditions improve, or vice versa.

Pilot assessment: In addition to the SHGM assessment, the pilot team at the balloon company conducts their own evaluation at the launch site. Pilots are licensed commercial operators who carry personal responsibility for the safety of each flight. If a pilot is not satisfied with conditions – even in a green-flagged sector – they can decline to fly.


Why Cancellations Can Happen Late

The system is designed around real-time conditions, not forecasts. A weather forecast the evening before is useful context but does not determine whether a flight will operate. The decision is made on the morning based on actual conditions at the launch time.

This means that passengers can sometimes be picked up from their hotels, transferred to the balloon company offices, have breakfast, and then be informed that the flight is not going ahead. This is not a failure of the process – it is the process working as intended. Conditions at ground level in Göreme can look calm while wind speeds at balloon altitude are outside safe limits. The assessment is made at altitude, not from a hotel balcony.

What This Means for Your Planning

Allow more than one morning. Particularly between November and April, cancellation rates are higher. A two-night stay gives you one backup morning; three nights gives two. Passengers who book a single morning and face a cancellation have no recovery option.

The cancellation is not negotiable. No passenger, tour operator, or booking agent can override an SHGM red flag or a pilot’s decision not to fly. Gorgeous Turkey Tours has no influence over the clearance decision and neither does any other operator. Safety is the only criterion.

Your refund is protected. If your flight does not operate due to weather or SHGM clearance, Gorgeous Turkey Tours will issue a full refund. This applies regardless of how late in the morning the decision is made.


A Note on Balloon Safety in Cappadocia

Cappadocia is one of the most regulated commercial balloon operating regions in the world. The SHGM licensing requirements, the daily clearance process, and the pilot certification standards are not optional or informal. They exist because of the scale of balloon operations here and because of incidents in the past that led to tighter regulation.

When your flight is cleared and takes off, it has passed through multiple layers of assessment. When it does not take off, that decision has also passed through those same layers. Either way, the system is doing what it is there to do.
